The order is the hit rate, and the hit rate is hits over settled calls — every settled call, never a chosen subset. A hit has to clear +2% to count, because anything under that costs more to act on than it returns.

these are not on 0%. a rate over zero settled calls is not a low score, it is an absent one, and printing a zero would say something false about somebody who has simply not been judged yet
